I am less familiar with GIMP, but the new version looks nice, and the DDS plugin loads, but I cannot get it to save DDS, and it loads DDS images non flipped, so I dont know if it is not a cool plugin, or the latter is more true I dont know what I am doing (ie, operator error). I have had some luck by using GIMP 2.8.2 and the DDS plugin for GIMP. If your plug-in directory contains a space in its name (as would happen if it is in the Application Support folder), then there will be a copy command which failed listed.
